The inside front cover of volume 1 includes two pieces of correspondence (dated 03/02/1953 and 07/12/1954) from the Secretary of the Children's Welfare and Public Relief Department to the Superintendent of the Reformatory regarding these payments. The correspondences states that the purpose of the payment of pocket money and rewards for services rendered was to improve the boys' work and conduct.
